Recidivism Program

TCCO has a Prison Ministry that supports our Recidivism Program. The prison ministry staff goes into the penal institutions and provide emotional, mental and spiritual counseling to the inmates. Through this initiative, the consumer’s mindset began to change in a positive way and they start to understand the impact their actions have had on their family. They start to recognize what they can do to help make the lives of their family better. Through this program, inmates are introduced to TCCO’s Recidivism Program and the CELP Life Skills Program for children of disabled and incarcerated parents. Individuals that are being paroled or put on probation can request services through our Recidivism Program. In addition, TCCO accepts walk-in consumers. All consumers requesting to enter into the Recidivism Program must:

  • Be at least 18 years of age
  • Be on probation or parole
  • Have a referral from a counselor, chaplain, probation/parole officer or other staff representative
  • Provide institutional records
  • Be able to administer own medication prescribed by a physician

Program Includes:

Case Management staff coordinates care services that assist the ex-offender in identifying and accessing supportive resources to achieve their release plan.
Community Services – TCCO is an approved site for probationers to complete required community services as directed by the court system.
Emergency/Transitional/Permanent Housing – If the consumer is homeless, TOCC provides emergency shelter. The consumer is provided transitional housing to support the consumer during the treatment and/or recovery phase. Permanent housing is the ultimate goal upon completion of the program.
Basic Education consisting of GED preparation, literacy classes and other training designed to equip consumer with basic education skills.
Job Readiness – Job readiness is critical to the success of the consumer maintaining abstinence from drug and alcohol use, being a victim of recidivism and obtaining and retaining employment. In this module of the program, focus is on identifying job skills, gaps in skills, training needs, career exploration, resume writing, completing job application, interviewing skills and job retention.
A drug test is administered upon acceptance into the program. Consumers are subject to random drug tests throughout the duration of the program.
Basic Needs – If needed by the consumer, food, toiletries, personal items, dry cleaning/laundry, clothing and financial assistance with purchasing medication is provided.
Transportation – Provided for the consumer to meet with parole/probation officer, make application for financial support, keep medical and other support agencies' appointments.
Recidivism Prevention – Designed to assist ex-offender in developing skills necessary to recognize early signs that may lead to recidivism and to develop methods to counteract the situation. Developing social and recreational skills will help combat recidivism. Social and recreational activities help integrate the ex-offender back into the community.
